20 applicants issued invitations in the last draw for the certificate of immigration to apply in Provincial Nominee Program (PNP) for permanent residence.
However, there are three streams through which skilled workers and international graduates invited through the Manitoba Provincial Nominee Program (MPNP). Those were:
- Skilled Workers in Manitoba
- International Education Stream
- Skilled Workers Overseas.
The following groups invited with Letters of Advice to Apply (LAAs). Those with a minimum score of Expression of Interest (EOI) also sent with LAAs. Those score requirements highlighted below:
- Skilled Workers in Manitoba – 161 LAAs with a minimum score of 375
- International Educational Stream – 30 LAAs without any definite EOI score requirement.
- Skilled workers Overseas – 15 LAAs with a minimum score of 771
22 out of 206 LAAs issued given to Express Entry Visa Canada applicants. The MPNP will reject the candidates who are not having any of the following:
- Express Entry ID
- A validation code of job seeker and
- Verifiable experience in an occupation on Manitoba’s in-demand occupation list.
The overseas skilled worker’s applicants only accepted by MPNP in this draw if they were invited under any strategic recruitment initiative.
The candidates scoring more than the minimum required rank doesn’t get any LAA, it is because any of the following reasons:
- No valid test number in their third party language
- Their language is currently invalid
- The applicant invited under any strategic recruitment initiative but didn’t send any valid invitation number.
MPNP in a media release said if you want to be in next draw, correct your EOI with appropriate information.
Those applicants who are working in a regulated occupation invited in this draw. MPNP says that they will reject any applicant if they don’t work in a regulated occupation. Or who will not show a valid proof of completing all licensed steps to get employment in Manitoba.
By 22nd October draw the total count of LAAs issued this year is 4,068.
Express Entry of Manitoba
Therefore, those applicants selected for Express Entry ranked on the system of Comprehensive Ranking System (CRS). The factors considered in CRS are age, work experience, education and language proficiency.
The applicants having the highest scores invited for permanent residency of Canada through regular draws of the Express Entry pool.
Those who get a nomination from the province awarded 600 CRS points and are ensured that they will be getting an Invitation to Apply (ITA) from IRCC.
However, the candidates nominated by Manitoba province given a valid Express Entry ID and also provided with a job seeker validation code.
EOI system of Manitoba
Candidates who want to go to Canada through the Provincial Nominee Program of Manitoba have to register an EOI along with PNP. Thus, they will receive LAA through the streams of Skilled Workers Overseas and Skilled Workers in Manitoba.
However, applicants like these are ranked from 1000 based on age English and French Language proficiency, education, work experience, Manitoba connections and various other factors.

The streams of Skilled Workers Overseas Category and Skilled Workers in Manitoba help the province to filter the candidates according to the needs in the labour market of their province.
