Manitoba held its first PNP draw of 2021 on January 14, 2021. However, the province invited 272 new immigration candidates to apply for provincial nomination.
The Manitoba Provincial Nominee Program (MPNP) invited international graduates and skilled workers. The invited candidates can apply for one of the following three immigration streams:
Number of Invites
- Skilled Workers Overseas – 7 LAAs with a minimum score of 722
- Skilled Workers Manitoba – 236 LAAs with a minimum score of 461
- International Education Stream – 29 LAAs with no EOI score requirement
The total number of LAAs issued in the draw is 272. However, 18 of them went to Express Entry candidates. Moreover, MPNP says that they will refuse any of these candidates how are not having a valid Express Entry ID, a job seeker validation code, and verifiable experience in any occupation on the In-Demand Occupation list Manitoba.
The MPNP only considered Skilled Worker Overseas candidates in this draw if they were invited directly under a strategic recruitment initiative.
In case candidates scored higher than the minimum ranking, but they did not receive an LAA, it could be because:
- Invalid third-party language test number.
- Language test no longer valid.
- The candidate received the invitation through a strategic recruitment initiative and not having a valid invitation number.
The MPNP said that the candidates who are facing any of these issues could update their EOI profile. They need to update their profile with correct information to get the invitation in the next draw.
Candidates who are working in any of the regulated occupations received invitations in this draw. However, MPNP says that they can also refuse candidates who are not working under any regulated occupation.
It can be the candidates who do not provide proof of their completed licensing steps to get employment in Manitoba. However, those who are not in these situations have the option to decline their LAA.
About Manitoba Immigration Streams
Skilled Workers’ category in Manitoba and Skilled Workers Overseas streams allow the province to nominate skilled workers. These are the workers who can support the labor market needs of Manitoba.
Moreover, people who are applying from overseas and need to have an established connection to Manitoba. They can demonstrate their connection through close family friends or ties in the province. The first step to get a Provincial Nomination under Manitoba’s Provincial Nominee Program is to submit your profile with the Express Entry system.
Eligible candidates for Express Entry get their rankings on the basis of CRS score. However, the CRS score is based on human capital factors like age, education, work experience, and language ability.
Moreover, the highest-scoring candidates can get invitations for Canadian PR through regular draws. However, regular draws happen under the Express Entry pool.
Candidates who receive their nomination from any province will get an additional 600 CRS points. However, such candidates will surely get an ITA from IRCC in the coming draw.
Candidates for Express Entry who received their provincial nomination from Manitoba in this draw provided a valid Express Entry ID and a job seeker validation code.

Manitoba announced the creation of a new department for advanced education, skills, and immigration. They made this announcement on January 5, 2021. However, this department is a post-COVID-19 recovery plan of the province.
