Summary of Temporary Measures

IRCC has released a summary for temporary measures that are currently in effect for international students. Students having study permits and post-graduation work permits are also on this list.

Canada introduced strict travel restrictions to manage the coronavirus outbreak. However, the virus has affected Canada’s immigration programs greatly in recent months. Travel restrictions are for tourists, travelers, and international students into Canada.

According to Order-in-council, under the federal government, international students who fall under these three categories can only be allowed to enter Canada at the moment:

  • International students having Canada Student Visa and a valid study permit.
  • Students who have approval for a study permit on or before March 18, 2020.
  • International students who are coming from the United States.

Canada recognizes and honors the outstanding contribution of international students to the economic and social life of Canada. This is the reason why Canada has put in several measures to make sure that international students who choose to study in Canada can continue their studies. The recent changes include a two-stage study permit process. However, it also enabled to continue studies online. The time of students availing online studies will count towards the Post-Graduation Work Permit.

Many students are following these changes. However, there are students whose applications will be affected by these changes. Such students can take a look at the current temporary policies regarding studies in Canada.

Study Permits

The outbreak of coronavirus has made it hard for international students to get the documents. It is difficult for the students to get the documents that are usually necessary for Canada Student Visa and study permits.

IRCC has implemented a two-stage approval process to counter this situation. However, according to the process, international students can continue their fall semester online. Students will need no permit to study online.

Students who cannot provide their biometric data, results of a medical exam for immigration, or other necessary documents, can get considered for a study permit. The students who get approval in the first stage will have already met most of the criteria. They completed the requirements necessary for a study permit.

IRCC further added that they would quickly process the complete study permit application that has been submitted already. Moreover, students will be able to travel to Canada once the restrictions end. These are the students who will successfully complete both stages.

Post-Graduation Work Permit Program

Students who will complete an eligible program through a DLI will get PGWP for up to three years. However, the final duration of the PGWP will be decided by analyzing how long the student has studied. Students who studied at a Canadian institution for higher learning will get consideration.

Before the pandemic, distance learning was not a part of PGWP eligibility. IRCC made several announcements during the last few months to allow online learning. Now, online learning also counts towards eligibility for PGWP.

Currently, students can avail of online study from foreign countries until April 30, 2021. However, their eligibility or the duration of a future PGWP will not affect. But, there is one condition that students must complete at least 50% of their program in Canada.

Additionally, some students enrolled in 8 to 12 months of programs. Such students will complete their entire program abroad via online studies. However, these students will be able to apply for a PGWP.

Finally, students who enrolled themselves in a program with a start date between May and September 2020, who will study online until April 30, 2021, and who graduate from multiple qualifying program of study will be able to combine their programs while applying a PGWP in future. The same condition is also applicable to the students needed to complete their 50% studies in Canada.

Students Who are Already in Canada

IRCC further announced policies for students who are already in Canada. It includes students who are already in Canada to attend winter, spring, and summer. Such students will also be eligible to get a PGWP even if they must complete more than 50% of their program online.

Moreover, it includes students who reduce their studies part-time. Those students who take a full-time break due to the restrictions on in-class due to pandemic. All of these students will also be eligible to get PGWP.
